I just recently became an affiliate. Does this bill affect affiliates as well? Do I have to be worried about the governement coming after me??

My brother is an affiliate for casinos and he said it will affect affiliates as well. He has spoken to other industry affiliates and apparently some are looking at moving offshore or to Canada to try and work around the laws.
